    Personal Background   

    I am the owner of a two person Law Firm focusing in General Litigation, including Personal Injury, Domestic Litigation, Workers' Compensation, Criminal and Social Security matters. I am married to Susan Caroline Dover, and we have 5 children; Patrick, Rebecca, Taylor, Chandler and Ethan.


    Rosalyn W. Frierson

    Rosalyn W. Frierson was appointed Director of South Carolina Court Administration by the South Carolina Supreme Court in 1998.  Ms. Frierson is a graduate of the University of South Carolina, School of Law and holds a Bachelor of Science degree in Business Administration from the University of South Carolina.  

    She previously served as a S.C. Supreme Court Staff Attorney, Law Clerk to former Chief Justice Ernest Finney, Jr. and Research/Budget Analyst for the Ways and Means Committee of the S. C. House of Representatives.  She also served as a legal writing instructor at the USC School of Law. 

    Ms. Frierson is a member of the S.C. Bar Association, S.C. Bar House of Delegates, American Bar Association, ABA House of Delegates, and Richland County Bar Association.  She began service as President of the Conference of State Court Administrators August 3, 2011 and also serves as Vice-Chair of the National Center for State Courts.  She is chair of the COSCA Court Children and Families Committee. She is Past President of the S.C. Women Lawyer's Association.  She is also a member of the S.C. Access to Justice Commission, Commission on Alternative Dispute Resolution,  S.C. Lawyer Magazine Editorial Board, Palmetto Health Board of Directors and Palmetto Health Richland Memorial Hospital Board of Trustees and is immediate Past President of the Columbia (SC) Alumnae Chapter of Delta Sigma Theta Sorority, Inc. 

    Ms. Frierson participated in the three year Executive Session for State Court Leaders in the 21st Century at the Harvard Kennedy School of Government.  She is a graduate of the Furman Diversity Leadership Institute and the S.C. Executive Institute.  She received           the Richland County Bar Association Civic Star Award in 2002.  





    Hon. David G. Guyton

    Judge Guyton received his B.A. from Furman University in Greenville, SC in 1983. He graduated from the University of South Carolina School of Law in 1987 and was admitted to the SC Bar in 1988. He also graduated from Naval Justice School in 1989 and the US Army Command and General Staff College in 2001.

    Upon admission to the SC Bar Judge Guyton served 3 years active duty as a Judge Advocate in the United States Marine Corps, and is a Desert Shield/Desert Storm Veteran, prosecuting courts-martials as a Trial Counsel in Saudi Arabia and Bahrain as part of the First Force Service Support Group in Camp Pendleton, California.  He joined the SC Army National Guard as a Captain in March of 1992, and currently holds the rank of Lieutenant Colonel, serving as the Staff Judge Advocate of the 263 Army Air Missile Defense Command in Anderson, SC.  LTC Guyton has served with the 228th Signal Brigade, and as the State Military Judge at Joint Task Force Headquarters in Columbia, SC. He has received numerous medals and commendations, and was deployed to Texas in Operation Noble Eagle within a few weeks of 9/11. His service includes Exercises in the Republic of South Korea and Israel.

    Upon release from active duty in 1991 with an Honorable Discharge he returned to Rock Hill to practice law with Hugh Harrelson and Wes Hayes. He became a Partner in 1996 in the firm of Harrelson, Hayes, & Guyton, where he primarily practiced in Family Court until his election to the Family Court Bench in February 2010. He also served as an Associate City Judge for the City of Rock Hill from 1999 to 2009.

    Judge Guyton is a member of the York County Bar, the SC Bar, the American Bar Association, the Judge Advocate General's Corps, and is admitted to practice in the US District Court for the District of South Carolina. He served on the Commission on Lawyer Conduct for over 10 years and currently serves on the Commission on Judicial Conduct. He served as a private Guardian ad Litem in custody cases and as a Volunteer GAL in DSS Neglect and Abuse cases. He also volunteered many hours to the pro bono and Military Assistance to Military Personnel programs of the SC Bar.

    Judge Guyton is a past President of the York County Bar Association, and the Kiwanis Club of Rock Hill. He has served as the Judge Advocate for VFW Post 2889 and the Marine Corps League Olde English Leathernecks Detachment, and is a lifetime member of both organizations. He is of the Baptist faith, serving as a Deacon and Sunday School teacher in several churches.  He is a past Treasurer and Board member of the Rock Hill School District Foundation.

    Judge Guyton is the recipient of the SC Outstanding Young American in Religious Leadership Award from the SC JayCees in 1995, the Outstanding Young Lawyer Award from the SC Bar for 1996-97, and the CWF Spencer Jr. Community Service Award from the York County Bar in 1995. He enjoys training for and competing in sprint and Olympic level triathlons.

    Judge Guyton is married to Crystal F. Guyton and has a son Caleb in high school and a daughter Hannah in elementary school.



    Ken H. Lester

    Senior Partner, Lester & Hendrix with offices in Columbia, Myrtle Beach/Conway area, and Beaufort/Hilton Head Island area, South Carolina.  He received his B.S. and J.D. degree from the University of South Carolina. 

    Mr. Lester is on the faculty of the Houston Family Law Trial Institute which is held for nine (9) days each year at the South Texas College of Law in downtown Houston, Texas where 48 lawyers from across the United States are taught to try family law cases.  South Texas College of Law is nationally known for its award winning trial advocacy program and has won more trial advocacy awards than any other law school in the United State of America.  He is a fellow in the International Academy of Matrimonial Lawyers which is made up of approximately 960 lawyers worldwide. He is a Fellow of the American Academy of Matrimonial Lawyers and served as President of the South Carolina chapter.  The American Academy of Matrimonial Lawyers consists of 1,700 of the top matrimonial attorneys in the United States and Canada.  Mr. Lester routinely serves as a mediator in complex custody or financial cases in the Family Court

    Julie F. McIntyre

    Julie Fegley McIntyre is Chief Counsel for Administration at the Office of General Counsel, South Carolina Department of Health and Environmental Control (SCDHEC).  In this position, she supports all program areas on legal issues involving personnel and procurement matters and she provides legal support to all program areas reporting to the Deputy Director of Administration, including information systems, vital records, and finance.  In addition, she serves as legal advisor to the South Carolina Mining Council. Ms. McIntyre began her career at SCDHEC as a staff attorney supporting the Bureau of Water.

    From March 1995 to June 2004, Ms. McIntyre was with MCI Communications Corporation, in its various iterations, as an environmental attorney and a commercial attorney.  From May 1984 to September 1994, she was an attorney in the Air Force Judge Advocate General's Department, separating at the rank of Major.

    Ms. McIntyre graduated with a B.A. in Psychology and English from Westhampton College of the University of Richmond.  She received a J.D. degree from Emory University School of Law in Atlanta, Georgia, and an LL.M. degree in Environmental and Natural Resources Law from Northwestern School of Law, Lewis and Clark College in Portland, Oregon.  Ms. McIntyre also began, but never completed, a Master of Arts program in international relations and a certificate program in conflict resolution.  She is licensed to practice law in Georgia and South Carolina.

    Ms. McIntyre and her husband, Jim, live in Cottontown, Columbia, South Carolina.


    Luanne Miles

    Ms. Miles is the Director for the Division of Vital Records and has served in this position for over 5 years. She has been employed with the SC Department of Health and Environmental Control for over 18 years and managed several statewide maternal and child health programs.  Prior to working in public health, Ms. Miles' professional career focused on child, adolescent and family mental health issues.  She was a Chief Mental Health Counselor in a large community mental health center and directed a Child and Adolescent Crisis Stabilization program.  


    Ms. Miles earned her Master of Social Work degree in 1984 from the University of South Carolina.   She successfully completed the Southeast Public Health Leadership Institute in 2000.  She is licensed in SC as a Licensed Independent Social Worker - Clinical Practice.


    Teri K. Stomski

    Teri Stomski concentrates her practice in commercial real estate transactions and banking and finance.  In addition to her background as a real estate transactions and litigation attorney, she is also the former State Counsel for a national title insurance company, as well as a former commercial lender.  Teri utilizes her expansive knowledge of banking and title insurance to assist her clients in minimizing risk.   Teri is an Adjunct Professor at the USC School of Law, teaching Real Estate Transactions II, and is a frequent lecturer and contributing author for continuing legal education seminars relating to real estate law and title insurance for the South Carolina Bar and Palmetto Land Title Association, among others.
